Can the roster fill open shifts and control cost at the same time?
Yes. The roster optimiser proposes the lowest-cost compliant fill, and broadcast-and-bid open shifts let eligible, available workers bid on gaps. Can workers request shift swaps?
Yes. Workers can submit shift swap requests through the system. The swap goes through manager approval with automatic compliance validation — ensuring the swap does not create a screening gap, qualification mismatch, or RN coverage breach.
