What this deadline actually needs to trigger

The deadline is only the first control. A good SIRS workflow also records the reportable incident category, the priority decision, immediate consumer safety action, open disclosure, police contact where required, investigation ownership, evidence files and manager approval.

The highest-risk failure is not usually a missed form. It is an incident record that cannot show exactly when the provider became aware, who made the priority decision, what evidence was relied on and what changed after the investigation.
